Those cables are meant to make sure the downforce on the front splitter transfers to the car’s frame, not the plastic bumper.
No idea if they’re functional here or just for show (probably the latter), but it’s a real feature on some race cars and high-end supercars. For example, the AMG GT Black Series has them, though they’re removable for street driving.
